Determine the negative part of a value.
The negative part is defined as follows:
oi_lrValue >= 0.0 -> 0.0
oi_lrValue < 0.0 -> ABS(i_lrValue)
Together with the function FC_PositivePart the following identity applies to all real lrValues:
lrValue = FC_PositivePart(lrValue) - FC_NegativePart(lrValue)
